The Minnesota Interagency Council on Homelessness (MICH) is a cabinet-level body led by Lt. Governor Flanagan and is comprised of the commissioners of 14 state agencies and the chair of the Metropolitan Council. It is accountable for leading the state’s efforts to move towards housing, health, and racial justice for people experiencing homelessness. The Council is co-chaired by Commissioners Harpstead (Department of Human Services) and Ho (Minnesota Housing).
The Council was formed in its current structure in 2013 and has developed three iterations of a statewide strategic plan to prevent and end homelessness. Learn more about past plans.
When we say we will “end homelessness”, this is what we mean:
PREVENT
We will PREVENT homelessness whenever possible by decreasing the number of individuals and families that become homeless.
RARE
We will make homelessness RARE by increasing the number of housing possibilities we have for people throughout the state.
BRIEF
We will make each episode of homelessness as BRIEF as possible to reduce the trauma inflicted on adults and children who experience the trauma of homelessness.
NONRECURRING
And, we will make homelessness non-recurring by putting supports in place to ensure that no one falls back in to homelessness once they are stably housed.

This staff list includes the state agency staff that support the Council’s operations. The team includes staff fully dedicated to Council activities. Additionally there are many staff who serve on an in-kind basis from their home agencies to support the Council's work.

Council meetings are scheduled quarterly. Agendas can be viewed here within a week of a meeting. These meetings are open to the public and we hope you join and listen in to the Council’s discussion. There is no public testimony during the meeting; however, you can always share your thoughts with us by email or the Contact Us Form on our website.
