The Minnesota Interagency Council on Homelessness
About the Council

The Minnesota Interagency Council on Homelessness (MICH) is a cabinet-level body led by Lt. Governor Flanagan and is comprised of the commissioners of 14 state agencies and the chair of the Metropolitan Council. It is accountable for leading the state’s efforts to move towards housing, health, and racial justice for people experiencing homelessness. The Council is co-chaired by Commissioners Harpstead (Department of Human Services) and Ho (Minnesota Housing).

The Council was formed in its current structure in 2013 and has developed three iterations of a statewide strategic plan to prevent and end homelessness. Past plans include Minnesota's Plan to Prevent and End Homelesness 2014-2015, Heading Home: Minnesota's Plan to Prevent and End Homelessness 2016-2017, and Heading Home Together: Minnesota's Plan 2018-2020 Plan to Prevent and End Homelessness

When we say we will “end homelessness”, this is what we mean:

In May 2021, the Council adopted a justice oriented framework to develop the state’s next strategic plan. Visit the Justice Strategic Plan page to learn more and get involved in that process.
